What is PBN?

When does PBN lead to Google penalties?
There is a high probability of receiving PS sanctions and subsequent de-indexing of the site in the following cases:
You are engaged in selling links from PBN;
Satellite blogs contain low quality content;
The same IP address is used for satellites;
The same Whois information is used for each domain;
For promotion, drop domains were purchased that had previously received PS sanctions;
Contains a large number of spam links;
The same anchor text is used throughout the PBN.
